As of May 21, 2021, there were 51,795 reported cases of COVID-19 in Ramsey County, and 855 COVID-19 related deaths; and, WHEREAS, according to the SBA report, supersectors with large shares of employment at small businesses before the pandemic experienced large decreases in employment. As average daily temperatures drop, these individuals are at increasing risk of experiencing health and safety issues, including hypothermia, and other harm due to extreme cold weather. WHEREAS, Saint Paul Leg. 12.29; which the City Council consented to on March 17, 2020, and which I extended and such extension was approved by the City Council on June 10, 2020. I, Melvin Carter III, Mayor of the City of Saint Paul, on October 30, 2020, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: WHEREAS, on May 27, 2020, Governor Walz issued Executive Oder 20-63 that included regulations for outdoor service provided by restaurants, food courts, cafes, coffeehouses, bars,taverns, brewer taprooms, micro distiller cocktail rooms, farm wineries, craft wineries, cideries, golf courses, and other Places of Public Accommodation offering food or beverages (including alcoholic beverages) for on premises consumption; and, WHEREAS, on August 14, 2020 and September 22, 2020, I extended Executive Order 2020-10, which is now set to expire on November 1, 2020; and, WHEREAS, when last extending Executive Order 2020-10, I placed new conditions on Temporary C-19 Right of Way Obstruction Permits, which aimed to allow permit holders to operate safely in the right-of-way for as long as possible, while seeking to ensure that business furniture and other property would be removed from the public right of way once the snow season began; and, WHEREAS, one such new condition was that Temporary C-19 Right of Way Obstruction Permits would expire upon the MSP Airport weather station recording more than 2 inches of snow within a 24-hour period, which accumulation did occur on October 20, 2020, triggering the expiration of Temporary C-19 Right of Way Obstruction Permits; and, WHEREAS, the new conditions did not affect standard Sidewalk Caf Obstruction Permits, which the City issued to many businesses prior to the COVID-19 pandemic, which, by their own terms, are set to expire on October 31, 2020; and. WHEREAS, businesses and individuals continue to suffer the economic impacts of the pandemic and will continue to do so for the foreseeable future. Any employee in the Non-Represented Unit is not entitled to any negative accrual of Earned Sick and Safe Time (ESST) beyond forty-eight (48) hours under this Executive Order. Saint Paul Leg. Administration of a COVID-19 vaccine is a medically accepted and recommended form of prophylactic treatment that dramatically reduces the likelihood of experiencing a symptomatic SARS-CoV-2 infection, and recent studies show that available COVID-19 vaccines also reduce asymptomatic infection and transmission. Directs the Office of Financial Empowerment (OFE) to develop and implement a program that provides payments in an amount not to exceed $500 in monthly guaranteed income to as many as 150 randomly selected Saint Paul residents, subject to the requirements of this Executive Order. Executive Order 2020-7 describing amendments to emergency plans is amended to state the requirement that the City determine the minimum governmental operations is now required by Governor Walz Executive Order 20-33. Sole; and, WHEREAS, to ensure the public safety of Saint Paul and protect property, a temporary nighttime curfew is necessary in Saint Paul; and. In addition, COVID related restrictions on social gatherings prevented many types of in person resources fairs that were planned. In many instances the Third-party Food Delivery Platforms and services, without the local restaurants knowledge or consent, will purport to sell meals from the local restaurant to consumers, and sometimes charge exorbitant fees to the already struggling local restaurants during the time of the declared emergency and the operational restrictions attendant thereto. Any portion of a location that is outdoors, meaning the area is fully open to the outside on two or more sides, regardless of whether the area has a ceiling or roof. Any individual who subsequently refuses to leave said property upon request will be deemed to be trespassing and may be subject to criminal penalties as provided by law. Governor Walz, in Executive Order 20-56, has declared a peacetime emergency in the City of Saint Paul as well as the City of Minneapolis and the surrounding communities. Temporarily closing the skyway system from 10:00 PM on April 13 until 6:00 AM on April 14, 2021 is necessary to protect the safety of downtown residents and business owners whose residences and businesses are connected to the system from incidents of violence and vandalism in the skyway system. 12.31, Subd. I, Melvin Carter III, Mayor of the City of Saint Paul, on April 24, 2020, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: During the course of the Declared Emergency, Mayor Carter has issued several Executive Orders which will expire before the end of the Declared Emergency: All of these Executive Orders remain necessary to protect the public health, safety and welfare. In light of the continuing public health emergency created by the COVID-19 pandemic, the Planning Administrator recommends that the consent petition requirements under the Citys zoning ordinances be suspended in the interests of public health and safety during the emergency created by the COVID-19 pandemic as the Planning Administrator advises that notice of public hearings for these zoning applications will continue to be mailed to property owners within 350 of the subject property providing ample opportunity for these property owners near zoning project sites to indicate their consent to a zoning project during the public hearing process required for these zoning applications. These executive orders remain necessary to protect the public health, safety, and welfare. WHEREAS, earlier this winter, the National Weather Service (NWS) forecasted a potent storm system which was forecasted to entail multiple hazards, including but not limited to: WHEREAS, these and similar hazards are likely to occur throughout the winter and will place individuals experiencing unsheltered homelessness at extreme risk. City of Saint Paul employees and visitors are not required to wear a face covering while outdoors, unless at an activity specifically designated and posted by the City as requiring a face covering. Stat.13D.021, that in-person meetings of the boards, commissions, and committees of public bodies under the Mayors jurisdiction are not practical or prudent because of the COVID-19 health pandemic. As of November 23, 2020, there have been 270,157 reported cases of COVID-19 in Minnesota, and 3,241 deaths; and, WHEREAS, on November 18, 2020, Minnesota Governor Tim Walz issued Executive Order 20-99 Implementing a Four Week Dial Back on Certain Activities to Slow the Spread of COVID-19; and, WHEREAS, in EO 20-99, Governor Walz explained that the spread of COVID-19 in Minnesota is quickening, detailing that it took Minnesota over 6 months to record 100,000 COVID-19 cases, but only 42 days to add an additional 100,000 new cases and that with each day the new cases sets a new highpoint; and, WHEREAS, during the COVID-19 peacetime emergency, I have exercised executive authority through more than 30 Executive Orders to provide relief and further prepare our City for the COVID-19 Pandemic; and. The COVID-19 Delta variant has been determined by the CDC to be a variant of concern due to its high transmissibility and continues to account for a large number of new cases sequenced in Minnesota and Ramsey County, thereby substantially increasing the potential risk of infection and the spread of the virus through the community. immediate (due to COVID cases) or longer term (due to hiring challenges) and supply chain challenges. Delaying the effective date of the Ordinance until January 1, 2022 may assist the affected businesses in the survival and recovery process. WHEREAS, due to the Low COVID Community Level in Ramsey County, on March 10, 2022, I signed EO 2022-17 rescinding EO 2022-14 relating to face coverings in City- Controlled Property; and WHEREAS, the COVID-19 pandemic continues to present unprecedented and rapidly evolving challenges to our City, especially related to the negative economic impacts of the pandemic; and, WHEREAS, it remains necessary for the City to provide support to individuals and businesses alike to ensure that Saint Paul recovers from the COVID-19 pandemic disaster; and. Face coverings are not required to be medical-grade masks, but are strongly encouraged. This does not include the Saint Paul City Council. For purposes of this emergency executive order, the continuation of a violation shall be a separate violation for each day the Department of Safety and Inspections determines a Third-party Food Delivery Platform has violated this emergency executive order.
